The Delhi Police Special Cell, in a massive coordinated crackdown across Delhi and Punjab, has successfully dismantled an inter-state terror and espionage module. The operation resulted in the arrest of 11 individuals allegedly acting under the instructions of Pakistan-based handlers from the Inter-Services Intelligence (ISI) and Babbar Khalsa International (BKI).
Pramod Singh Kushwah, Additional Commissioner of Police (Special Cell), confirmed that the suspects maintained direct contact with foreign handlers through encrypted messaging platforms. Their primary objectives included espionage, reconnaissance of sensitive security installations, and facilitating terror activities aimed at destabilizing national security.
In a targeted raid by the Northern Range, six suspects were apprehended—three from Punjab and three from Delhi. During this operation, investigators recovered nine solar-powered CCTV cameras strategically installed near sensitive defense establishments. These devices were transmitting real-time video feeds to Pakistan via specialized mobile applications.
Police also seized a significant cache of weapons during the Northern Range operation. The recovery included three PX5 pistols, one country-made firearm, and 24 live cartridges. The arrested individuals are Manpreet Singh, Anmol, and Sahil from Punjab, alongside Atul, Rohit, and Ajay from Delhi.
A secondary operation by the South-Western Range, acting on specific inputs from military intelligence, led to the arrest of five additional suspects in Punjab. These individuals were tasked with capturing and sharing images and videos of Army cantonments and border security installations with their handlers.
The five suspects arrested in the second phase are identified as Gurjeet Singh, Rimpledeep Singh, Salwinder Singh, Harpreet Singh, and Boota Singh, all residents of Punjab. This wing of the module focused heavily on reconnaissance and mapping high-security zones.
Investigations revealed that the module was funded through arms smuggling and illegal activities. Funds were funneled through UPI accounts to finance espionage operations, recruit new members, and maintain the surveillance equipment installed across Punjab, Haryana, and Rajasthan.
The Special Cell noted that the network was part of a larger conspiracy to execute subversive acts, including planned grenade attacks on security establishments. Digital evidence, including photos and location data recovered from the suspects’ devices, suggests the module was working on a three-pronged strategy: espionage, arms trafficking, and terror planning.
The case has been formally registered under the Bharatiya Nyaya Sanhita (BNS). Further investigations are currently underway to trace additional links and apprehend any absconding suspects involved in the cross-border network.
