Himachal: FIR Filed Against Ex-Congress Deputy AG, Former RERA Chief in Shimla

Shimla police have registered an FIR against advocate Vinay Sharma and former RERA chairman Shrikant Baldi based on a complaint by former chief secretary Sanjay Gupta. The case includes non-bailable offences under BNS.

Shimla: A major development has emerged from the Himachal Pradesh capital, where Shimla police have registered a First Information Report (FIR) against advocate Vinay Sharma and former RERA chairman Shrikant Baldi. The action was taken on a written complaint lodged by former chief secretary of Himachal Pradesh, Sanjay Gupta.

According to police records, the case has been registered under various serious sections of the Bharatiya Nyaya Sanhita (BNS), including sections 248, 351, and 356(2). Official documents clearly state that section 351 of the BNS falls under the category of a cognizable and non-bailable offence. This means the accused named in the case could be arrested at any time.

In his complaint, former chief secretary Sanjay Gupta alleged that on March 24, 2026, Vinay Sharma filed a complaint containing allegations that were factually incorrect, baseless, and misleading. Gupta stated that the complaint was prepared and circulated maliciously, with the sole intention of causing serious damage to his social and administrative reputation.

It may be recalled that advocate Vinay Sharma, who served as Deputy Advocate General in the previous Congress government, had originally levelled several serious allegations against Gupta. These included land purchase, possession of benami property, misuse of official position, undisclosed sources of income, undervaluation of assets, and improper interference in administrative matters.

Former chief secretary Sanjay Gupta has outrightly rejected all these allegations. In his complaint, he has clarified that all necessary information and statutory permissions relating to his land transactions were duly provided to the concerned authorities and the state government on time.

Gupta has claimed that the allegations made by the former Deputy AG are completely contrary to government and official records. Moreover, an inquiry conducted by the competent authority found the complaint to be entirely false, legally unsustainable, and unsupported by documentary evidence.

The FIR further states that the complainant deliberately attempted to present routine administrative correspondence and normal government procedures as a criminal act, while available records do not support these fabricated allegations.

Gupta emphasised in his police complaint that these publicly made false allegations were an attempt to deeply damage his personal integrity, professional reputation, and the dignity of his constitutional position.

Taking cognisance of the seriousness of the complaint, Shimla police registered the case with immediate effect and have begun further legal action and investigation. Given the sensitivity of the matter, the responsibility for detailed investigation of the entire episode has been assigned to Assistant Sub-Inspector (ASI) Rup Lal. The inclusion of former RERA chairman Shrikant Baldi’s name in the matter has caused ripples in administrative circles across Himachal Pradesh.
