SHIMLA: Severe shortcomings have come to light during a review of the ‘Him Upasthiti Attendance Portal,’ an initiative implemented to ensure transparency in the daily attendance and functioning of HP police personnel.
A review meeting held at the Police Headquarters (PHQ) revealed that 100 percent compliance with the portal has not yet been achieved across the state. A significant number of officers and employees posted in several districts and various units either remain unregistered or are failing to mark their online attendance regularly despite being registered.
Taking a strong stance on the non-compliance, Director General of Police (DGP) Ashok Tiwari issued strict directions to all district police chiefs and unit heads, ordering them to submit a comprehensive report by July 25. The DGP warned that strict disciplinary action will be taken against personnel violating the system. Furthermore, departmental action will also be initiated against senior supervisory officers found negligent in monitoring their subordinates.
The orders to fully implement the Him Upasthiti attendance system were originally issued following special instructions from the Chief Minister. Under this system, all police office heads were assigned the responsibility of registering every IPS and HPS officer, along with all Himachal Police personnel working under them, to ensure their daily attendance is logged online. The initiative aims to enforce discipline and bring digital transparency to the police force.
Following the administrative review, the Police Headquarters dispatched office-wise enrollment lists to all relevant units for verification and necessary follow-up action. The issued orders explicitly mandate that registration and daily attendance on the portal are compulsory for all categories of Himachal Police personnel on every working day.
In his guidelines, the DGP emphasized that ensuring full registration and attendance is the personal responsibility of the respective office heads. Willful evasion of the portal by employees, non-registration, or laxity by officers in enforcing the mandate will be treated as a serious violation of service rules.
The headquarters added that if reports are not received by the stipulated deadline, it will be presumed that the concerned office head has failed to comply with the directions, and action will be initiated against them before the competent authority.
