HP Assembly Session: Assembly Speaker Kuldeep Singh Pathania has issued strict directives to security officials to ensure zero negligence during the upcoming 12th Monsoon Session of the Himachal Pradesh Legislative Assembly.
Presiding over a high-level review meeting at the Vidhan Sabha Secretariat on Friday, Pathania emphasized that inner and outer perimeter security remains the highest priority. He instructed officials to strictly enforce Assembly Direction No. 140 to guarantee seamless movement and protection for all legislators reaching the House.
Comprehensive Security and Health Protocols
Police will deploy drone cameras to monitor any protests or demonstrations outside the complex. Director General of Police Ashok Tiwari and Shimla Senior Superintendent of Police Gaurav Singh confirmed that nearly 750 police personnel will be deployed on duty throughout the session.
To handle medical emergencies, a fully equipped modern ambulance alongside two doctors and a paramedical team will remain stationed at the premises. Mobile phones, pagers, and similar electronic devices will be strictly banned inside the main Assembly hall.
Strict Entry Rules and Handwritten Passes
Pathania reiterated that photography and videography inside the House are completely prohibited for visitors, media personnel, and officials, warning of strict action against violators.
Passes for the public gallery will be strictly regulated based on seat availability, though educational trips for school students will be permitted. Visitors and public delegations wishing to meet the Chief Minister or Cabinet ministers will be restricted to designated waiting rooms, subject to prior appointments coordinated by police and CID officials.
Due to the ongoing transition from the Himachal e-Vidhan system to the National e-Vidhan Application (NeVA), entry passes for this session will be issued manually rather than online. Officers, staff, and press correspondents must prominently display their Secretariat-issued passes at security checkpoints to avoid delays.
Designated Parking and Assembly Schedule
Parking inside the main Assembly complex will be reserved exclusively for Ministers, MLAs, the Chief Secretary, Additional Chief Secretaries, and Administrative Secretaries. Press correspondents can park along the designated stretch between Assembly Chowk and Gate No. 2. Assembly staff vehicles will be parked on Mall Road between Gate No. 2 and the AG Office. All vehicles must clearly display official parking stickers on their windshields.
The Secretariat has received 406 notices of questions from members so far, with numbers expected to rise before the session commences. The Monsoon Session will run from August 21 to September 3, featuring a total of 10 sittings.
